Job Overview/Purpose:

Markets Business Development & Controls, N.A. is primarily responsible for managing the day-to-day activities and operations of Markets from a front office perspective. This includes the day to day activity of the Swap Dealer by providing support for all Associated Persons globally, being the primary point of contact for Legal/Compliance, Audit, Operational Risk, Operations and any other departments, drafting and maintaining Sales Procedures, developing and executing controls that minimize the Swap Dealer’s regulatory risks.

The Markets Business Development is looking for a seasoned, experienced, highly energetic, ambitious and problem solving professional to join its team.

The following job duties are considered essential to this position:

Interpret Commodity Futures Trading Commission/NFA rules, regulations, internal policies and procedures to provide expert advice and guidance to global Sales and Trading teams among other group functions, as applicable;
Keep abreast of regulatory developments including enforcement actions and suggest changes to procedures or processes, if necessary, to minimize Rabobank’s regulatory risk.
Key stakeholder for regulatory change or internal policy/procedural affecting Markets N.A.
Support the Canadian swap trading activities from a first line perspective.
Improve the overall control infrastructure by reviewing existing controls and by designing and implementing new risks and controls, as necessary, with a particular focus on external business conduct standards and swap trading relationship documentation.
Provide trade and regulatory support in real-time basis to the Sales and Trading Team.
Evaluate and recommend business growth opportunities and assess regulatory and operational risks with the implementation of new products.
Meet with the Rabo Securities (“RSI”) management and Compliance team to discuss the regulatory landscape, new developments that are being pursued by the various regulators.
Execute all Markets North America controls and be a Risk Partner to the 2nd and 3rd line.
Manage 2nd and 3rd line reviews on behalf of Markets or the swap dealer and liaise with global partners as needed.
Assist the dedicated Benchmark project team to assess the impact of the roll out of the new IBOR benchmark, SOFR.
Assist with various NA Markets internal audits.
Support the Business Development team with Swap Dealer related tasks such as:On-boarding and off boarding of Associated Persons;
Support Transaction Reporting related issues
Manage Swap Execution facilities;
Liaise with the AML group and oversee the AML process for Markets.
Support the Business Continuity Management function from a business perspective.
Any other tasks that may arise.
You will report directly into the Head of In Control and Regions and will have a dotted reporting line to the Head Markets NA. You will have frequent interaction with a wide scope of (senior) people throughout the network and more direct cooperation with the MT Markets members, Business Managers within Markets, Wholesale and Rural, and representatives of amongst others: Finance and Control, Compliance, Legal, Risk and HR.

 

As a Vice President In Control, you are expected to demonstrate confidence, flexibility, commitment and reliability. You should be able to work independently and pro-actively. Due to the sensitive nature of the Markets business, you are able to flawlessly handle very confidential information.

 

Key Responsibilities

He or she is taking the lead where applicable with the support of the appropriate stakeholders in assessing and reviewing changes in the regulatory domain.
With the Markets business lines day to day monitoring of adherence to applicable regulatory regimes.
Familiarize and keep up with the various regulations that impact the Swap Dealer activities (e.g DFA and EMIR/ MiFID).
Understand the Swap Dealer’s Sales and Trading Front-to-Back processes and MUREX trade capture and valuation process.
Pro-actively addressing any processes within the Swap Dealing organizations that can be improved.
Actively liaising and communicating with other teams in In Control and Regions
Following up and chasing departments outside of Markets to ensure regulatory compliance (e.g. Operations, Risk Management, Finance, Legal and Compliance)
Developing a solid network of key stakeholders within the bank and with the Markets locations across the globe.

Essential knowledge, experience and competencies:

Knowledge/experience:

Bachelor degree;
3-4 years’ Consulting experience within SWAP Dealer, Sales and Trading activities is desired;
Knowledge of regulations that impact the Swap Dealer activities (DFA and EMIR/ MiFID)
Understanding of Sales and Trading Front-to-Back processes.
Mindful of industry developments and where they impact Markets;
Strong academic background, with proven conceptual and strategic capabilities;
Strong interpersonal and communication skills;
Ability to work at senior level and to communicate and report effectively to senior level management;
Proficient in English;
